Generally speaking, most landlords want to keep their apartments https://newcitymaintenance.com/ looking good and performing at top performance, so they will pay for some of the needed repairs out of pocket. In some cases, however, they may be required to withhold rent payments until the needed repair has been made. If this is the case, it is important to be certain that the withholding was based upon a maintenance issue and not an actual cash outlay for something else. The withholding must be documented and approved by the Board of Directors.
In addition to street sweeping, the Street Section is responsible for striping roadways, making and erecting signs, pothole and road repair and paving as well as the maintenance of 12 Municipally owned parking lots throughout the City. In addition, the Street Section conducts a comprehensive preventive maintenance program that is designed to prolong the life of the pavement.
The preventive maintenance consists of asphalt overlays (part facelift, part reincarnation) that can restore a tired old pavement to its youth and resiliency. By applying preventive maintenance before the pavement reaches its final stage of deterioration, the City can extend the life of the surface and save a lot of money in rehabilitation costs.
Each year the street section evaluates over 540 centerline miles of streets through visual inspection and nondestructive testing. The results are used to produce a Pavement Condition Index (PCI) rating for each street, which is categorized as excellent, good, fair, or poor.
As a general rule, the more good PCI the street has, the less maintenance is required. A street that is in fair or poor PCI will require more routine maintenance and rehabilitation, such as crack seal, slurry seal, hot-in-place recycling and/or overlay.
